Starting Q3 2003, CT RPS Program has new definitions of eligible Class I and Class II.

The Connecticut Department of Public Utility Control (Department) is writing to inform renewable generation owners currently participating in the New England Generation Information System Renewable Trading Program (GIS) of recent changes to the Connecticut Renewable Portfolio Standards Program. The changes are a result of the implementation of Public Act No. 03-135, An Act Concerning Revisions To The Electric Restructuring Legislation and Public Act No. 03-221, An Act Concerning Technical Revisions To The Utility Statutes And Telecommunications Towers On Agricultural Land, which became law on July 1, 2003. For your information, we have included a link to both Public Acts, which include the new definitions of eligible Class I and Class II Renewable Energy Sources. You may view the public acts in their entirety at http://www.cga.ct.gov/2003/act/Pa/2003PA-00135-R00SB-00733-PA.htm and http://www.cga.ct.gov/2003/act/Pa/2003PA-00221-R00HB-06428-PA.htm.

With the passage of Public Acts 03-221 and 03-135, the Department must update its Renewable Generator Registry and forward the registry to Automated Power Exchange (APX). APX is the administrator of the New England GIS, which is relied upon to produce the appropriate certificates for Renewable Portfolio Standard Compliance and certificate trading. The Department intends to have its registry updated and submitted to APX by December 31, 2003.
